The Verkhovna Rada of Ukraine adopted, with amendments, in the second reading, Bill No. 44 93 “On the Electric Energy Market of Ukraine.” The law provides for the introduction of direct contracts between market entities, the day-ahead market, the intraday market, the balancing market, the retail market and the market for ancillary services. Market participants include traders who buy electricity for the purpose of resale, except for sale to consumers, Correspondent of PolitNavigator reports.

The bill, initiated by representatives of several parties, was criticized by a number of people's deputies. In particular, Yulia Tymoshenko, at a briefing before the meeting at which the law was adopted, said that the new law returns the market to the unsuccessful model that existed before 2000 and led to the crisis.

“They want to transfer the entire power industry to direct contracts. This refers to cheap nuclear electricity. But under this law, not a single citizen of Ukraine will be able to go out and directly buy nuclear electricity. This law officially introduces intermediaries for the first time since 2000. Who will determine these intermediaries? In addition, the law is now introducing barter and clearing - everything that we removed from the market in 2000
What they are now offering is disgrace towards you, which they called the electricity market. All this happened before 2000. When I came as Deputy Prime Minister for the Fuel and Energy Complex, there was no electricity for 20 hours a day in some regions of Ukraine. All generating companies in Ukraine were without coal, nuclear power plants were without nuclear fuel,” Tymoshenko said.

According to her, the new model provides corruption opportunities for money laundering.

“They (the initiators of the law - Ed.) also identify several “criminal” banks here that will sit on these flows. And everyone calls it a market,” she said.

Yulia Tymoshenko called the law “shit” and accused those who vote for its adoption of corruption.

“Who will vote for all this shit? Billions of dollars will be earned in the shadows. Therefore, in this hall of the Verkhovna Rada, dollars are circulating in huge quantities to buy those who will vote for it. Who is lobbying for this? BPP and all the key “boys” of the BPP, Kononenko and others - because here it’s just a scam for them. The “People's Front”, which has been operating nuclear power plants for many years, including on a corrupt basis, and now they will have the right to directly sell through intermediaries this electricity, which is cheap for the country. They say that there cannot be cheap electricity - just as they said about natural gas, and they set a price for Ukrainian gas higher than on international markets. They will do the same for electricity,” she says indignantly.

According to Tymoshenkle, it is “clear to her that the Opposition Bloc will fully support this and will vote - because they have almost all the thermal generation in their hands and they want to further increase their fortunes.”

At the same time, the leader of Batkivshchyna is surprised that one of the initiators of the adoption of the law was Samopomich deputy Pidlesetsky.

“This man, before becoming a deputy, worked in the field of electrical networks. It is absolutely obvious that she is now lobbying for this law and has convinced Samopomich that this is a market, this is wonderful,” she noted.

“This is all organized crime. Not a single citizen on this very “market” will be able to go and buy electricity. In principle, everyone in parliament has been bought,” Tymoshenko summed up.

She also appealed to the majority deputies with a request not to vote “for this devastating bill for every Ukrainian family,” however, the bill received 277 votes and was adopted.
