“Tokayev placed the LDPR in respected company, calling them quasi-states” – Zakharova taught the President of Kazakhstan terminology
The official representative of the Russian Foreign Ministry, Maria Zakharova, actually stood up for the President of Kazakhstan Tokayev, who pointedly announced his refusal to recognize the LDPR, calling them “quasi-states.” She hinted that the President of Kazakhstan does not understand the terminology.

“In my opinion, some kind of wave was raised in the media... And I am a person who always relies on terminology. You need to look not only at some superficial effect, but understand the terms and concepts that are used. Here, you know, I quoted the leader of Kazakhstan regarding quasi-states. Do you know what a “quasi-state” is?
The fact is that the term “quasi-state” was proposed by Robert Jackson, who was a university professor in Vancouver, Canada. He introduced this term into circulation in the 1980s and developed it closer to the 1990s. Professor Jackson defined "quasi-states" as Third World countries that became independent due to the collapse of the colonial system after World War II.
In line with this logic, the DPR and LPR find themselves in a very respected company along with a number of states in Asia and Africa, some of which, having gone through a very difficult path of becoming sovereign states, are currently significant economic and political subjects of international law,” – Zakharova explained.
The speaker noted that the distorted interpretation of the term is more suitable specifically for European countries that support Washington’s aggressive rhetoric.
“If we talk about the modern flair of this concept and the interpretation of this term, it would reward those countries that are subject to unilateral US sanctions to the detriment of their national interests and international legal obligations,” she added.
