A topographic model of Sevastopol will be made in 4-5 months
Sevastopol, October 31 (PolitNavigator, Alexander Kononov) - The new general plan of Sevastopol, for which the city will pay 2 billion rubles, has now stalled at the stage of agreeing on the terms of reference for topographic survey.

Alexander Kosarevich, Deputy General Director of Rosgeoproekt for engineering surveys, reported this to PolitNavigator.
According to him, the company is ready to start work right now, which is the requirement of the moment due to weather conditions, but until the terms of reference are agreed upon, time is wasted.
“We are ready to start right now, we have all the necessary permits, including flights over Sevastopol. The weather allows us to do this so far and, accordingly, we are ready to do this work. The terms of reference are currently being finalized. As soon as it is agreed upon, we will begin immediately.
We, of course, would like to receive it promptly in order to begin work as soon as possible, because, like any production worker, I understand that the sooner I start, while the weather is favorable, while it is possible to fly, while there are no clouds, while there is no snow, no precipitation, the better,” explained Kosarevich.
This year, he noted, it is necessary to complete at least the field part of the work.
The topographic plan, according to him, will form the basis of the geopassport of Sevastopol, which was recently announced by the executive branch.
“In accordance with the technical specifications currently being discussed, it will be necessary to create a digital topographic plan at a scale of 1:2000, which will allow solving issues related to the creation of a geographic information system and the construction of all kinds of activities related to city development planning. Because in order to understand how to further develop the city, it is necessary to have a general plan approved according to modern Russian standards.”
The work that will fall on the shoulders of Rosgeoproekt, the topographer emphasized, is carried out using the latest technologies, which makes it possible to measure the time for creating a topographic model not in years, but in months.
“Modern technologies today allow us to carry out traditional types of surveys, such as topographic surveys and the creation of topographic plans in a short time. This is through the use of innovative methods - aerial photography and laser scanning of the area.
As a result, we are ready to complete work that would have taken several years using the traditional method - we are ready to complete this topographic survey of Sevastopol on a scale of 1:2000 in 4-5 months. Those. This saves money and time. And the sooner Sevastopol has such topographical material, the sooner the city will be able to make a master plan for itself and will be able to participate in programs implemented by the Federal Center,” said Alexander Kosarevich.
Let us remind you that the local authorities presented the geopassport of Sevastopol in early October as a breakthrough solution in the further development of the city.
Three companies from Moscow, St. Petersburg and the Research Institute of the Ministry of Construction planned to take on the development of the project. The project will take about 2 years to complete.
