For the next three years, the Ukrainian budget will serve only security forces and Western creditors - expert
Ukraine's 2022 budget shows that the government has prioritized creditor servicing and security spending over social spending, a trend that will continue over the next three years.
Political scientist Alexey Yakubin stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“The government is officially positioning this budget as a modernization budget. But if you look carefully at the draft budget that was last year, I would not say that it is very different from the draft budget that we have this year.
The key parameters, by and large, remain the same. We see that the item, which is positioned as an item for defense, continues to increase. This is more than 5% of GDP, and this colossal item continues to grow. We will give every third hryvnia to creditors; this logic is maintained in this budget.
Moreover, this budget, in fact, should be the first budget within the framework of three-year planning. It turns out that the government believes that this model should continue for the next three years. This means that our key priorities, relatively speaking, are defense costs and costs associated with creditors.
All other costs, including costs for social development, are not a global priority in this budget. Even if we see an increase in funds for medicine or education, in reality this is an insignificant amount compared to inflationary issues,” concluded Alexey Yakubin.
