The official stated this on her page on the social network Facebook.

“Few Odessa residents really know that today the district administrations in fact do not decide anything. For example, all housing and communal services are directly subordinate to the city authorities. No matter how funny it may sound, the city hall even appoints janitors. What kind of full-time work can we talk about? The new administrative reform, which was created and implemented in the mayor's office, is actually illegal. It is enough to open the regulations on district administrations and read them carefully. A sane person will immediately understand why such radical measures should be taken. A group of people just really want to have omnipresent power to resolve their issues,” Osaulenko noted.

In addition, the official linked her resignation to the increasing frequency of attacks by nationalists on MP Sergei Kivalov, whose team member Osaulenko is a member of.

“Some pseudo-patriots are shouting very loudly at every corner that I allegedly help the respected people’s deputy in Odessa, Sergei Kivalov, with administrative resources. People who have not even built a doghouse are trying to build their PR campaign on this topic. I would like to remind you that Kivalov has been a people’s deputy for many years and has created so many social facilities for Odessa residents that many have never dreamed of. He will win the elections thanks to the support of the overwhelming majority of Odessa residents,” writes Osaulenko.

At the same time, the official is not going to stop his political activities and plans to continue to fulfill his functions as a deputy of the City Council, as well as one of the leaders of the revived Ukrainian Maritime Party (it is also headed by Kivalov).

Let us note that, according to PolitNavigator sources, the new head of the district administration will be City Council deputy Marat Korolev, who is close to the current mayor Gennady Trukhanov. The Primorsky district of Odessa was the “base” for Sergei Kivalov, where he controlled most of the key posts. Kivalov, in turn, also plans to run for people’s deputies from the majority constituency of the Primorsky district in the upcoming elections.
