This was stated in an interview with the BBC, dedicated to the third anniversary of the start of the war in Donbass, by the current Secretary of the Security Council of Ukraine, Alexander Turchynov, who served as president in 2014 after the coup.
According to him, the protective equipment that was lying in Ukrainian warehouses was unsuitable for war.
“At the beginning of the military confrontation, we did not have a single bulletproof vest, that is, there were some remnants from the Afghan campaign - huge weight and no protection. Therefore, we actually imported the first bulletproof vests by smuggling: I ordered the customs officers to let through the bulletproof vests that were imported by volunteers without any accounting. The situation with helmets was the same: they were only Soviet-style, and could only protect against a shot from a slingshot,” admitted Turchinov.
