This was stated in an interview with the BBC, dedicated to the third anniversary of the start of the war in Donbass, by the current Secretary of the Security Council of Ukraine, Alexander Turchynov, who served as president in 2014 after the coup.
“I remember one meeting with battalions at the front with volunteer units, at which one of those present, covered in tattoos, asked: “Chief, will there be an amnesty or not? The guys there are interested in us.” I ask: “What kind of guys are they?” “Well, there’s this... murders, robberies.” Yes, it happened,” Turchinov confesses.
According to him, he personally opened warehouses with weapons and distributed them when commanders of military units refused to do so.
“I remember when I opened warehouses with weapons to distribute them to the battalions, the officers refused to do it. They asked me: “Alexander Valentinovich, who will be responsible for this?” I said: “I will answer” and personally signed orders to issue weapons. Yes, many were worried about what might be there, what would happen if they with weapons did not follow orders... Indeed, we did not check anyone then. Anyone, whether convicted or not, said that he was ready to defend the country, signed up, received weapons and went to the East,” Turchynov said.
