Lugansk - Kyiv, April 08 (Navigator, Mikhail Ryabov) - Acting President of Ukraine Oleksandr Turchynov on Tuesday evening held telephone talks with pro-Russian activists who had occupied the building of the Security Service of Ukraine in Lugansk the day before, promising them an amnesty if they went outside and laid down their arms, although in parliament he called them “terrorists” and “criminals” .

“There was a man from him. Turchinov entered into negotiations over a loudspeaker telephone. Communication was in his spirit - long monologues in the form of ultimatums. But he promised amnesty in exchange for laying down his arms. In response, we put forward our condition - the adoption in the Verkhovna Rada of a package of decisions on a referendum on federalization or self-determination of Left Bank Ukraine and an amnesty,” the agency’s interlocutor said.

According to him, now a delegation of activists has also left for negotiations with Security Council Secretary Andrei Parubiy.

“In Lugansk, only those who are ready to go to the end remain in the SBU building. The authorities have already realized that these are people who have passed through hot spots, they are armed, these are not some kind of drunks that they tried to portray us as. The explosion of discontent was provoked by the arrests of representatives of the anti-fascist movement, which was carried out by the SBU,” emphasized one of the leaders of the uprising.

He admitted that those who occupied the SBU building felt the support of the residents of Lugansk, who brought things, food and money. However, the rallies that gather here are not as numerous as necessary. In fact, the participants in the uprising are under an information blockade - they are being portrayed as terrorists, although, according to the agency's interlocutors, there are no hostages in the building.

Local oligarchs have so far ignored the uprising; none of the representatives of the Lugansk “elite” have declared support for those in the SBU building.

The activists do not yet have a clear plan of action - they only know that they will hold the building no matter what.

“The authorities are aware that we are occupying positions inside the very center of Lugansk, this is a residential sector; in the event of an assault, stray bullets will fly for several kilometers,” say former military men.

Participants in the Lugansk riot admit that they are skeptical about the plan for preparing a referendum announced in Donetsk - they fear that the Donetsk oligarchs will simply fragment and “merge” the protest by May 11, and there will be no voting.
