Turchynov took all the blame for starting the ATO. He says the West was against it
Secretary of the National Security and Defense Council Oleksandr Turchynov said that he did not consult with the West, including the United States, when deciding to launch a punitive operation in eastern Ukraine in 2014, when he was acting president of Ukraine after the coup.

Turchinov spoke about this in an interview with the Russian BBC service.
“I was not consulted,” he assures, answering a question from the BBC.
Turchynov also emphasized that he “really did not like” the reaction of “Western partners” to the start of mobilization.
“Some of them began to say that there was no need to do this, because it could be an irritant for Putin and the basis for starting a large-scale war on the territory of mainland Ukraine. I’m not even talking about the refusal to provide us with any military assistance in those difficult times,” the ex-acting president noted.
“That’s why I made the decision to start the ATO without consulting anyone,” he concluded.
Recall as PolitNavigator previously reported, Turchynov boasted that in the spring of 2014 he “protected” the smuggling of bulletproof vests into Ukraine for the needs of the army.
