Andrey Nikiforov, head of the Crimean branch of the Institute of CIS Countries, stated this in a commentary to PolitNavigator,

“This is normal Turkish politics. Turks behave in much the same way at the market. The fact that modern Turkey has a bazaar policy is already quite obvious and it is unlikely to change, even if the main role is played not by Erdogan, but, say, by someone else. I don’t think he would have dared to say something like that in Moscow. There he solves other problems, smiles at other people and says different words. While these are just words, you shouldn’t even pay much attention to it, because we talked, smiled at each other and parted ways. And the caravan is moving,” Nikiforov said.
