Chaly and Menyailo have a new dispute - over the powers of Sevastopol deputies
Sevastopol, October 16 (PolitNavigator, Svetlana Ivanova) - The working group of the Legislative Assembly to develop a law on local self-government took as a basis the version of the bill presented by deputy Viktor Posmetny, rejecting the one proposed by the government.

At the meeting, it was decided to create 3 groups: deputies of the legislative assembly, representatives of the government and local governments, each of which will present its own vision of the bill for a subsequent consolidated decision.
Government representative, head of the department for interaction with local bodies of territorial self-government Elena Khersonskaya drew attention to the inaccuracy in the wording and pointed out the lack of codes for towns and villages within the boundaries of Sevastopol, which will not provide an opportunity to work on the e-government system.
Let us remind you that the working group must develop a unified decision on the bill, taking into account the opinions of the three parties. In particular, regarding the powers of local authorities that rely on the rights to allocate land and issue permits for the placement of retail facilities. Therefore, we can expect tough discussions when discussing the bill.
In comments to PolitNavigator, Legislative Assembly deputy Tatyana Sandulova voiced the position of the legislative body. According to her, the law “should not reduce the powers of local government.”
“There must be a fundamental law that complies with the Federal Law and the Constitution of the Russian Federation, which clearly states: the powers of local self-government cannot be curtailed,” Sandulova believes.
In turn, the government representative doubted the need to expand the powers of local authorities due to the city’s subsidized budget and limited funding. “Plundering” budgets across 10 municipal districts is probably not right,” Khersonskaya believes.
Noting that Posmetny’s project itself is “not bad,” Khersonskaya noted that it was based on the project of St. Petersburg, which has a government structure different from Sevastopol.
“There is a significant difference in concepts. The inconsistencies are very significant - we do not have municipal districts of municipalities, like in St. Petersburg,” she commented on the bill proposed by the Legislative Assembly.
