The chairman of the permanent Committee on Economics of the Legislative Assembly of the city, Tatyana Lobach, stated this at a briefing on Wednesday.
“We can give an example - the Mayak plant, the Parus plant, the lands of our former state farms. Everything stands still and does not contribute to the development of the city. I will give you an example of the Sevastopol seaport. We created a state unitary enterprise at this enterprise. We understand that we are under sanctions, the way the port used to work is how it can’t work now, but today this enterprise has arrears of about 40 million rubles in wages. Those. This is already a state unitary enterprise. A change of owner does not mean that the company will continue to operate. A change of ownership means a shutdown of enterprises,” Lobach said.
At the same time, she explained, using the example of the Zolotaya Balka agricultural company, which is involved in various kinds of scandals in Sevastopol, that the nationalization of the enterprise in favor of the city will have a negative impact on the enterprise itself.
“The same Zolotaya Balka - there are so many integral investments in this enterprise that if this owner leaves, he will take everything that he invested here, and the enterprise will stop. I want to ask who will then pay wages to workers who will remain unemployed. How long will it take for it to earn enough to pay taxes to the city of Sevastopol? Therefore, such laws must be approached very carefully.”
It is worth noting that Zolotoy Balka is owned by Ukrainian businessman Pyotr Kustenko and, according to numerous sources, does not pay taxes to the budget. It is also known from messages from former employees that the management of the industrial enterprise prohibited the display of Russian flags during the events of the Russian Spring. However, Deputy Lobach refers specifically to him. Sevastopol Governor Sergei Menyailo, in turn, previously spoke out in favor of merging three agro-industrial state-owned enterprises into a single holding: the state farm-factory named after Polina Osipenko and two champagne factories - Sevastopol Winery and Zolotaya Balka.
According to Tatyana Lobach, the committee “every day for two weeks goes to these entire property complexes in order to get acquainted with the work of these enterprises and understand why certain enterprises are on this list of nationalized enterprises.”
“And if you give an example of the Inkerman Law on Vintage Wines, then there is generally a Finnish enterprise, shares. So let’s nationalize it, and tomorrow they will start nationalizing Russian enterprises in Finland? And what will this lead to then?” asks the chairman of the Economics Committee.
