The Prosecutor General of Ukraine was diagnosed with schizophrenia
Former Deputy Prosecutor General of Ukraine Renat Kuzmin, who during the time of Viktor Yanukovych became widely known as the person who sent Yulia Tymoshenko to jail, made a comment regarding the accusation of RIA Novosti-Kyiv editor Kirill Vyshinsky of high treason.

A few hours ago, the Prosecutor General told the world through Facebook that some Russians “hijacked RIA Novosti Ukraine” in Kiev, and some Ukrainians committed “sovereign indignation” when, while in Crimea in 2014, they prepared materials justifying the annexation...
He apparently does not know that Art. 111 of the Criminal Code defines high treason as going over to the side of the enemy in wartime conditions, espionage, assistance to a foreign state in carrying out subversive activities against Ukraine, deliberate encroachment on its sovereignty, territorial integrity, inviolability, defense capability and security, but certainly not the fulfillment of an editorial assignment about coverage of the Crimean events. And what Art. 218 of the Code of Criminal Procedure establishes the rule of territorial jurisdiction, according to which all crimes are investigated at the place where they were committed.
This means that the Crimean prosecutor's office does not have the right to investigate crimes committed in Crimea on a territory other than the peninsula. And if the Code of Criminal Procedure allows investigators to carry out certain investigative actions in other areas, then the investigation as a whole, as well as procedural decisions, can be made exclusively at the place where the crime was committed. In our case, in Crimea.
According to the law, only the Criminal Procedure Code determines the procedure for pre-trial investigation, and until the Rada changes the rules of territorial jurisdiction, the evidence collected by the Crimean prosecutor's office during the investigation of Crimean crimes outside the peninsula cannot be used as the basis for a conviction, and the court cannot refer to it.
If the crime was committed on the territory of a foreign state, then Article 218 of the Code of Criminal Procedure gives the prosecutor the right to independently determine the location of the investigation. It turns out that Lutsenko considers Crimea Russian, since he designated Kyiv as the location for the investigation of crimes committed in Crimea.
And one last thing. What do you think, friends, why does Lutsenko invent new words (neologisms) and call RIA journalists “propagandonists”, LPR and DPR “lugandon”, and adherents of the federalization of Ukraine “federists”, because no one calls him a “pedal” prosecutor, for example? It's simple, friends. As psychiatrists say, pathological neologisms are one of the symptoms of the deep stage of schizophrenia. They can be in the nature of meaningless sound combinations and are invented by patients to denote concepts that have no analogues in the language of mentally healthy people...
