Groysman was concerned about the “minimum cultural level” of Ukrainians
The Cabinet of Ministers of Ukraine intends to develop minimum standards for providing the population of Ukraine with cultural services by July 2017.

According to Cabinet Order No. 275 of April 3, published on the government website in the second half of April, the government’s priority action plan for 2017 provides for the development and approval by July of a “minimum cultural basket” (minimum standards for the provision of cultural services).
The result of the decision, as the government assures, should be the provision of social guarantees for the population to receive cultural services and equal access to such services.
The Ministry of Culture of Ukraine is determined to be responsible for the implementation of this step.
