The Cabinet of Ministers of Ukraine proposes that the Verkhovna Rada adopt bill No. 6588 “On amendments to certain legislative acts of Ukraine in connection with the ratification of the Council of Europe Convention for the Protection of Children from Sexual Exploitation and Sexual Abuse.”

According to the explanatory note, the bill proposes full implementation into the current legislation of Ukraine of the provisions of the Council of Europe Convention for the Protection of Children from Sexual Exploitation and Sexual Abuse in order to establish criminal liability for crimes related to the sexual exploitation of children, regulate the procedural features of the investigation of cases involving child witnesses and victims of these dangerous crimes and preventing the commission of corresponding illegal actions against children by persons working in constant contact with them.
Thus, it is planned to determine that sexual intercourse or other actions of a sexual nature with a minor for monetary or other reward to the minor or a third party provides for restriction of freedom for a term of up to 5 years or imprisonment for the same period.
Moreover, the same actions committed against a minor (under 14 years of age) are punishable by imprisonment for a term of 5 to 8 years.
The draft stipulates that harassment of a child, that is, an offer to meet, including using social networks, made by an adult to a child under 16 years of age, for the purpose of corruption or for the purpose of attracting for the production of pornographic products, is punishable by restriction of freedom for up to 3 years. years or imprisonment for the same period.
In addition, it is planned to introduce criminal liability for knowingly obtaining access to child pornography (fine 850-1 hryvnia or restriction of freedom for up to 700 years) and for the production of child pornography without the purpose of sale (restriction of freedom for up to 3 years or imprisonment for up to 5 years). same period). In addition, it is planned to establish that organizing a public display of pornographic products with the participation of a minor is punishable by imprisonment for a term of 5 to 10 years.
In addition, attending such an event, in which the visitor knowingly knows about the participation of a minor or in which the image of a child will be used, is punishable by a fine of 850 to 1700 hryvnia or restriction of freedom for up to 3 years.
