Klitschko is blackmailing Cabinet officials, forcing them to freeze
State institutions repaired by the Cabinet of Ministers and located in Kyiv will not be heated until the central government resolves the issue of compensation to budgetary institutions of the city for housing and communal services.

Deputy of the Kyiv City Council Vladimir Bondarenko stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“We believe that the state is not fulfilling its functions. There is a decision about this by the Kyiv City Council and an appeal from the city mayor to the Prime Minister. There cannot be a situation where the Cabinet of Ministers sets the cost of a thousand cubic meters of gas, for example, at 7 thousand UAH. and the same Cabinet of Ministers sets the cost for government institutions at 4 thousand UAH. “Buy gas for 7 thousand, and we will pay you 4 thousand.” The state must regulate this. There cannot be a difference between the cost of the fuel used and the cost of the fuel purchased for heating. This gap creates a lot of debt,” he said.
The accumulation of debts is also caused by a delay in the return of funds for those services, the cost of which should be compensated by the state.
“All this creates a situation in which the state owes Kyiv approximately the same amount as Kyiv owes the state. It would be possible to repay this mutually, but some people prefer that they first pay for the services provided, and then it will be compensated. But this is an inverted scheme,” says the deputy.
This situation creates problems that Kiev residents suffered from in the summer - the lack of hot water as a result of the shutdown of CHPP-6.
“There is such a positional struggle that has caused the city of Kyiv to refuse to connect government institutions subordinate to the Cabinet of Ministers. They are not included, and will not be included yet. This is a kind of light blackmail of the Cabinet of Ministers. We cannot help but include schools, kindergartens, medical institutions, houses, but not include the jobs of officials... This will not happen until they come to the realization that it is necessary to solve the problems that I mentioned,” the deputy said.
