“Ukraine has never been a member of the Commonwealth because it did not sign the CIS Charter. Our status is that of a founding state and member of the Commonwealth,” the Foreign Ministry said.

As diplomats noted, throughout the entire period of participation in the CIS, Ukraine built its policy towards the Commonwealth on the basis of several principled approaches.

One of the approaches is that the CIS, in Kyiv’s vision, is an instrument for the civilized “divorce” of states formed on the site of the former USSR and for solving a significant number of problems, primarily economic, that arose in connection with this.

In addition, the Foreign Ministry says, Ukraine did not recognize the Commonwealth as a subject of international law.

“Therefore, our state in no way coordinated its actions on the world stage with other member countries of the Commonwealth and did not join the common ground, initiatives and statements of the CIS on the international agenda,” the Foreign Ministry said in a statement.

Also, the ministry noted, Ukraine did not take part in military-defense and political cooperation within the CIS. Ukraine is not a party to the Collective Security Treaty (CSTO) and does not participate in the CIS Collective Peacekeeping Forces outside the auspices of the UN or OSCE.

Ukraine did not take part in the creation of humanitarian, information, educational and other “common spaces” within the CIS.

The main areas of cooperation in the CIS for Ukraine were economic, social, scientific, technical, innovation, cooperation in agriculture, transport infrastructure, in the field of legal relations in civil, family and criminal cases, and the fight against crime, the Foreign Ministry noted.

In addition, it is noted that Ukraine refrained from any actions within the CIS if this did not correspond to the state’s course towards integration into the European political, economic and legal space.

“That is why Ukraine has never been a full member of the CIS Interparliamentary Assembly, whose activities are aimed at unifying/harmonizing the legislation of the CIS member states,” the statement says.

According to diplomats, in some areas of cooperation with other CIS member states, Ukraine deviated from the principles of the activities of international specialized organizations such as the IAEA, WHO, International Civil Aviation Organization, etc.

“Starting from 2014, Ukraine not only stopped paying contributions to the Commonwealth budget, but also in all subsequent years did not sign the annual decision of the Council of Heads of Government of the CIS on the Unified Budget of the Commonwealth bodies, that is, did not undertake the obligation to pay these contributions. Also, since 2014, Ukraine has maximally reduced the level of representation in meetings of the highest bodies of the CIS (councils of heads of state/government/Ministry of Foreign Affairs/Economic Council) - only heads of foreign diplomatic institutions of Ukraine participated in some such events solely for the purpose of protecting the interests of our state. Therefore, the CIS Executive Committee did not spend funds on ensuring the work of the Ukrainian delegation in the relevant meetings. We also recalled three representatives of Ukraine who worked in the structures of the Commonwealth under the quota of our state and at the expense of the CIS budget,” the ministry noted.

Earlier, the Russian Foreign Ministry stated that Ukraine’s debt to the Commonwealth of Independent States (CIS) exceeded 300 million rubles.
