The Permanent Representative of Russia to the organization, Alexander Lukashevich, at a meeting of the OSCE Permanent Council on the situation in Ukraine and the need to implement the Minsk agreements, said that the primary condition for the return of Russian officers to the JCCC is a clear legal registration of its employees.
“To restore Russian participation in the JCCC, it is necessary to agree on and approve the rules of its work, which establish the legal status of employees. They must be provided with normal working conditions, no worse than SMM observers. A normal procedure for their entry/exit into Ukraine should be provided. Naturally, there can be no talk of the Russian military working in Ukraine as representatives of the “aggressor country,” he said following the meeting.
