“There are 8 landfills on the territory of the constituent entities, including 323 landfills in urban districts. At the same time, the federal project “Clean Country” involves the liquidation and reclamation of only 916 landfills.

That is, more than 700 landfills within city boundaries remain uncovered. Thus, even with the successful implementation of the project, the goal set by the President – to eliminate all landfills within city boundaries – will not be achieved,” the report says.

At the current growth rate of solid waste landfill volumes (1–2% per year), in 32 regions their capacity will be exhausted by 2024, and in 17 of them - by 2022. At the same time, most regions do not have the opportunity to create new testing grounds.

“We are again crawling into a garbage collapse: municipal solid waste (MSW) collection operators serving 15,1 million people in 19 constituent entities of the Russian Federation may stop providing their services due to low collection of payments from the population,” he commented on the situation in his Telegram channel political scientist Marat Bashirov.

Let us recall that in 2018, “garbage wars” flared up in the Moscow region. The most violent rallies took place in Volokolamsk, where 77 children were poisoned by hydrogen sulfide, which was released by an overcrowded solid waste landfill.

Even then, a number of Russian political scientists drew attention to the fact that the protests were clearly orchestrated by liberal politicians. And Western expert Vladimir Pastukhov predicted that garbage wars would sooner or later develop into a “rebellion against the system.”
