The head of the Main Directorate of Health Care of Sevastopol, Yuri Voskanyan, stated this on the air of the Sevastopol Information Channel. According to him, until recently, “80% of hospitalization was carried out by emergency medical services,” i.e. urgently."
“What happened: a person determines for himself that he wants to be hospitalized today. He dials the phone, calls an ambulance, says that he feels bad and is being taken to the hospital. Those. What is the function of emergency medical services? The function of transporting a patient from home to a medical hospital, thereby, as it were, leveling the lack of commitment to the hospitalization plan that should exist,” Voskanyan said, noting that this plan “is practically formulated today in most medical organizations.”
Patients, according to him, should be hospitalized on the basis of diagnostic indications, which is far from being the main function of a hospital, where timely diagnosed patients should be placed. And an ambulance should be called only in “catastrophic situations.”
“If we want an ambulance to arrive within 20 minutes in the event of a catastrophic situation, then we should not load this ambulance with the transportation function. On the one hand, they do not have the right to refuse this call, but on the other hand, we must understand that no one will allow us to maintain more ambulance teams than is required by the standard in accordance with which all constituent entities of the Russian Federation operate. If the ambulance is engaged in a function that is unusual for it, we will never receive this car on time,” explained the head of Sevastopol healthcare.
