The head of the so-called Donetsk military-civil administration, Pavel Zhebrivsky, who was appointed by President Poroshenko, stated this in an interview with the Ukrainian Week magazine, emphasizing that the offensive of the Ukrainian Armed Forces in Donbass will not bring success, since in this case it will be necessary to fight with Russia.
He calls the deployment of peacekeepers on the border with the Russian Federation and the special status of Donbass, implying decentralization and transfer of powers to local communities, a more likely scenario for the return of the LDPR under the control of Kyiv.
“It will be difficult to rely solely on military-civil administrations and local residents in that territory,” the official admits. “Therefore, it is necessary now to form future self-government bodies from the immigrants. I am sure that 75% of displaced people are ready to return to their previous place of residence if they are guaranteed safety there. This is our Ukrainian asset in this region. We need to develop a map of communities in the temporarily occupied territory now. At the time of the introduction of peacekeepers, there should be a plan for the return of displaced persons, parties should be ready for voters in this territory,” Zhebrivsky outlined the algorithm for taking the region under the control of Kyiv.
According to Zhebrivsky, the transition phase will last at least two years.
