Poroshenko proposes to reflect the extinction of Ukrainians in the Rada
The number of deputies in the Ukrainian parliament must be reduced in accordance with the demographic situation in the country.
This was stated by deputy from the “Petro Poroshenko Bloc” Alexander Spivakovsky during a plenary meeting of the Verkhovna Rada, a PolitNavigator correspondent reports.
“The processes that are taking place in Ukraine today show that many people do not accept what is happening and are leaving the country. According to the IMF and the UN, Ukraine ranked 2016th in the human capital index in 26. Today, according to October 18, 2018, we occupy 50th place. We have halved the human capital development index.
Human capital is an abstraction that is invented by a person in order to measure the professional, life and spiritual competencies of a person that can create value in a country. Colleagues, we are losing human capital. Even from the reaction that I see today, our parliament is not interested in this problem,” the politician said.
In his opinion, due to the large loss of human resources, the number of deputies in parliament also needs to be reduced by a quarter.
“Human capital is a dynamic concept, and its loss, which we feel in the country today, we must link to the number of people’s deputies. If Ukraine has lost a quarter of its human capital over the years, then we should have not 460 people’s deputies, but 360. And every million loss of human capital should affect the number of people’s deputies,” Spivakovsky suggested.
