The Ukrainian presidential administration said that a bill is now being prepared to abolish the so-called ATO, which provides for the possibility of introducing martial law in a number of regions of Donbass, Kommersant reports.

As a source close to the Ukrainian presidential administration told the publication, the final decision has not yet been made, but, most likely, “the list will include cities such as Mariupol, Kramatorsk, Slavyansk, Avdeevka and Maryinka, controlled by Kiev.”
At the same time, the newspaper’s interlocutor claims that Kyiv’s new initiatives do not contradict the Minsk agreements.
“Martial law does not mean that Ukraine is leaning towards a military scenario. The essence of the changes is that if now the front-line cities were actually managed by the Security Service of Ukraine, which carried out the ATO, then after the adoption of the law, leadership functions will pass to representatives of the army. This will allow defense and evacuation work to be carried out more quickly and efficiently if such a need arises,” said an employee of Poroshenko’s administration.
