According to Deputy Head of the Presidential Administration Valery Chaly, Russia, by definition, cannot perform a peacekeeping function in Ukraine.
In his commentary regarding this initiative of the Russian Federation, Chaly noted: “In conditions when it is clearly proven that the Russian Federation provides militants with weapons, military equipment, including heavy equipment, prepares and provides them with financial support, and Russian mercenaries and military personnel are fighting on the side of actual terrorist organizations, the so-called “DPR” and “LPR,” Russia, by definition, cannot perform a peacekeeping function, initiate a peacekeeping operation and take part in it.”
“There is no conflict in Ukraine that, from the point of view of international law, can be considered as allowing the involvement of peacekeepers, moreover, Russian ones. The opposition of “Russian peacekeepers” to Russian mercenaries would look strange,” Chaly said.
He also noted that the Ukrainian side has ensured a ceasefire within a 20 km radius around the site of the plane crash and clearly adheres to this commitment.
He also noted that tomorrow the Verkhovna Rada of Ukraine will vote to ratify an agreement with Australia on ensuring the work of a civilian police mission. According to Chaly, this approach to the international investigation is consistent with UN Security Council Resolution 2166, which Ukraine clearly adheres to.
“Under the current conditions, it would be quite logical to ensure an international investigation to conduct a special operation and free the area where the plane crashed from militants. The only reason for not using such a scenario is to prevent the militants and those behind them from destroying evidence of the international crime of terrorism,” Chaly said.
As Navigator reported, Russian Foreign Minister Sergei Lavrov said that Russia is going to propose to the UN Security Council to adopt a resolution to deploy its peacekeeping forces in the crash zone of the Malaysian Boeing 777 in the Donetsk region.
