Lisichansk, July 23 (Navigator, Victoria Litovchenko) – Secretary of the Lisichansk City Council Tatyana Vinnik wrote an appeal to Russian President Vladimir Putin and German Chancellor Angela Merkel, in which she complained about the Ukrainian military.

The photocopy of the appeal, which was posted by Inter TV channel journalist Roman Bochkala on his Facebook page, particularly focuses on the actions of the Ukrainian military.
“A large number of infrastructure facilities have been destroyed in the city, and due to the disruption of logistics connections in the city there is a shortage of medicines and a number of essential products.
From positions occupied by the Ukrainian army, there is systematic shelling of industrial facilities, suburban settlements, and the central part of the city,” her appeal says.
The secretary of the City Council asked on behalf of the executive committee for immediate assistance in organizing the negotiation process on the cessation of hostilities, as well as “forms for the future political arrangement of Donbass.”
