Surkov considers the meeting of the Normandy Four too risky
The upcoming exchange of detainees between Russia and Ukraine should not be directly linked to the process of preparation for the Normandy Four summit.
Director of the Center for Political Conjuncture Aleksey Chesnakov, who is considered close to Russian Presidential Assistant Vladislav Surkov, told Izvestia about this.
“This exchange may demonstrate the sincerity of intentions for further settlement. But it is hardly worth linking it directly with the process of preparation for the Normandy Four summit. Rather, the point is that this exchange can help maintain dialogue and, possibly, improve relations between countries,” the expert said.
According to him, as soon as all the necessary conditions are ripe, a summit in the Normandy format will be announced.
“After the formation of a parliamentary majority in Ukraine and the start of the government’s work, it will probably be possible to talk about the emergence of a window of opportunity for Kyiv to fulfill all its obligations. Until Ukraine demonstrates a real willingness to implement the political points of the Minsk agreements, implement the Steinmeier formula and hold an amnesty, holding a Normandy Four summit would be too risky,” Chesnakov emphasized.
