Turchynov wants to finance “ATO” at the expense of Yanukovych
Part of the funds for the defense and security of Ukraine was supposed to be allocated from the confiscated funds of Viktor Yanukovych, which were never returned to the budget, since the West refuses to put the ex-president on the wanted list. In addition, the Rada never adopted the scandalous law on special confiscation, which makes it difficult to fulfill the state defense order.

This was stated by the deputy head of the department for ensuring access to public information of the National Security and Defense Council Ivan Kurbashnov.
“In the State Budget of Ukraine for 2016, financing of part of the costs for security and defense was provided for through a special fund of the state budget, the main part of which should be filled by confiscating funds that were seized and stored in the accounts of Ukrainian banks. Since the beginning of the year, the Verkhovna Rada of Ukraine has not been able to pass the corresponding bill, which would make it possible to transfer these funds to the state budget,” he said.
He noted that the National Security and Defense Council of Ukraine has instructed the Cabinet of Ministers of Ukraine to take immediate measures to compensate for unfunded expenses from a special fund of the state budget for the needs of subjects of the security and defense sector of Ukraine.
“However, further delay by the Verkhovna Rada of Ukraine in adopting the relevant bill will significantly complicate the work on fulfilling the state defense order,” he added.
Earlier, Finance Minister Alexander Danylyuk said that in 2016 it was unrealistic to confiscate Yanukovych’s funds to the budget.
