This is stated in a letter from the director of the Institute, Irina Dikan, to NABU, a PolitNavigator correspondent reports.

According to the letter, the Institute of Nuclear Medicine asks NABU to return equipment that detectives mixed up during a search and mistakenly seized. Thus, instead of equipment from one medical institution, which appears in criminal proceedings, detectives seized equipment from the Institute.

“On October 5, 2017, the National Anti-Corruption Bureau of Ukraine conducted a search at the address. Sugar factory, 32, city of Bar, Vinnytsia region, and property was mistakenly seized (tri-modal system AnyScan SCP (38 boxes), belonging to the State Institution “Institute of Nuclear Medicine and Radiation Diagnostics of the National Academy of Medical Sciences of Ukraine. The specified property is not material evidence in criminal proceedings No. 12014100000000365, since it does not belong persons against whom it was initiated, and was seized by mistake,” the letter says.

At the same time, Deputy Director of the Institute of Nuclear Medicine Kirill Gordienko noted that the seizure took place without the presence of the institute’s employees, and no one informed them about the missing equipment, and doctors learned about the very fact of seizure of the device by NABU by chance.

“Around October 12, NABU investigators came to us and asked where our device was. We provided the investigators with photographs of where the device was stored, what it looked like and what was there, and also provided them with photos of the inventory numbers of this device. And so, last week we went to the storage site and were clearly convinced that our device was not there,” Gordienko said.

He also added that the device is unique for Ukraine and was supposed to work within the walls of the Alexander Shalimov Institute of Transplantology, since it was in this institute that they found the funds for its installation.

“This is a very unique equipment that combines three modalities: 1. Single photon emission computed tomography. 2. Positron emission tomography 3. Computed tomography.

There is no such class of devices in Ukraine and no experience in their use in our country. These are the first two unique installations that were supposed to work. They were purchased by the state. One device costs approximately 35 million hryvnia,” said K. Gordienko.

In turn, NABU detective Vladimir Vasilchuk, who participated in the searches and seizure of material evidence from the warehouse, said in an interview with the Kyiv news agency UNN that it was the equipment that was seized that appears in criminal proceedings and does not belong to the Institute of Nuclear Medicine.

“Only those elements were seized that this institute did not possess, which were owned by UkrMedProjectBud (State Enterprise - ed.), nothing else was seized, they were individualized, therefore the Institute’s claims in this case are unfounded. There was a petition about this to the first detective, he reviewed it and, accordingly, gave an answer. Two such devices were supplied to Ukraine, one to Okhmatdyt, the other to the Institute of Nuclear Medicine. They were confirmed by the owners, where each one is, after which we extracted the actual device belonging to UkrMedProjectBud,” he said.

According to the Youcontrol business analytics information and analytical platform system, UkrMedProjectBud is a state enterprise, founded by the Ministry of Health, and specializes in the construction of residential and non-residential premises.
