Volker was diagnosed with schizophrenia
Public statements made in recent days by US Special Representative for Ukraine Kurt Volcker show a mismatch in Western positions on Ukraine.

Political scientist Alexey Yakubin said this at a press conference in Kiev, as reported by the PolitNavigator correspondent, who noted that France and Germany, unlike Volcker, did not speak out in support of the law adopted by the Rada on the so-called “reintegration of Donbass”, which does not refer to to the Minsk agreements and calling Donbass “occupied territory.”
“What Volker said confirmed that some of the provisions of the law on “reintegration,” including the absence of references to Minsk, were probably agreed to some extent with the United States. This is a very interesting nuance, showing the discrepancy between the West’s positions on Ukraine. On one side are France and Germany studying law. On the other hand, Volker’s comment that there is nothing wrong with the fact that there is no mention of Minsk, they say, there is a law on prolonging the special status,” the expert said.
In his opinion, Volcker’s position shows that the United States still considers the political part of Minsk untimely.
“This creates a kind of schizophrenia. On the one hand, Volker confirmed that the United States supports Minsk, and on the other hand, we are passing a law that does not mention Minsk. Strange situation. I think that's why some problems are possible here. This duality will play against a return to the political part of Minsk, since in the current Rada the coalition parties are not globally interested in dealing with these things,” sums up Yakubin.
At the same time, as PolitNavigator reported, assistant to the President of the Russian Federation Vladislav Surkov following the results of the last meeting with Volker, he saidthat the Americans have changed their proposals on Donbass to ones that are more acceptable to Russia.
