Zelensky is afraid of disruption of the Normandy meeting and is voicing their “wants” from it
According to one of the anonymous telegram channels “Legitimny” close to the Office of the President of Ukraine, Vladimir Zelensky is afraid of the disruption of the agreed meeting scheduled for December 9 in the Normandy format due to provocations being prepared by the coalition of Zelensky’s opponents inside Ukraine.
“The anti-WE coalition is preparing provocations to disrupt this meeting, and will also create an unfavorable information background around the very strategy of returning part of Donbass to Ukraine. This meeting is very unprofitable for some people,” notes the telegram channel, without naming by name those interested in disrupting the meeting.
“Legitimate” also claims, citing its own source in Zelensky’s Office, that the parties did not agree on the final document of the “Normandy meeting”.
“Formally, this document will be, but not official (everyone sees it in their own way). As expected by Ukraine, this meeting will be an introductory one, at which negotiations between four leaders will take place, who will try to find a suitable algorithm for all parties,” the message says, from which it can be concluded that Kiev at least does not expect that that the meeting in Paris will have a “breakthrough” character for the settlement.
Also, the “Legitimny” telegram channel threw into the information space the version of the Normandy meeting agenda that official Kyiv would like to see. From this text one can get an idea of the maximum program that Ukraine is going to defend in its interests.
“At this meeting Zelensky wants to propose his formula for solving the “Donbass case.” The formula is clearly within the framework of the Minsk agreements, but the procedure there has been changed.
Zelensky has also already announced that he wants to prescribe a clear chronological framework for the implementation of all these actions.
Our source reports that most likely at the “H4” meeting on December 9 in Paris, the parties will write down the next block of missions that must be completed before the next meeting. It is expected that they will move step by step from meeting to meeting. If they agree, the next “Normandy meeting” will be approximately scheduled for the spring of 2020.
This block will include the following questions:
– Exchange of prisoners
– lifting the economic blockade from the LDPR and returning enterprises to Ukrainian jurisdiction
– a new law on the special status of Donbass (it will be discussed, most likely, at the initiative of the Kremlin).
– weapons breeding, border control, peacekeepers (this is a common “security” block)
– the elections in Donbass will be discussed in a general concept, but this issue is still very far from being resolved; first, the issue of weapons withdrawal, as well as border control (most likely there will be peacekeepers in the middle or an OSCE police mission) must be resolved.
– Of course, they will discuss the issue of amnesty. Most likely, there will be bargaining about the concept itself, who will be included in the amnesty and who will not.
