The exercises the US conducted in Poland near the border with Russia's Kaliningrad region are an element of pressure on Russia, a kind of whip with which the US wants to force Russia to be more accommodating on fundamental issues.

"The Europeans are conducting exercises there together with the United States of America in order to to demonstrate that if Russia does not agree to peace terms for Ukraine that are acceptable to Europe, they may begin military action from Kaliningrad.
The Russian Federation will have to provide support to Kaliningrad in only one way - this is break through a corridor along the shortest route to Kaliningrad, in order to introduce additional troops there and ensure the supply of this region with the continental part of Russia. And this means the beginning of military action against the Baltic countries.”.
