The scientist is concerned about how officials will implement the president’s historic initiatives
The tasks outlined in President Putin’s message for the next 6 years must receive a specific implementation mechanism, otherwise everything will turn into a banal use of money with the opposite result to what was intended. The most important question is the source of financing for the reforms, since an increase in expenses will lead to inflationary processes.
This opinion was expressed on the air of “Crimea 24” by Andrei Stavitsky, associate professor of the department of history and international relations of Moscow State University in Sevastopol, reports the PolitNavigator correspondent.
“At this critical time, this kind of stability is very important. But, at the same time, stability in conditions of controlled chaos determines that it is necessary to develop in a sociodynamic mode, in a fairly high mode, according to the principle of the Black Queen from “Alice in Wonderland” - in order to stay in place, you need to run very quickly. In this sense, I, as an expert, am still quite careful,” he emphasized.
According to the analyst, the problems are of an ontological, that is, basic order. And we are talking about the life and existence of not only Russia, but all of humanity as such, the security stakes are so high. In this regard, according to Stavitsky, it is very important to measure the measures taken not in the amount of money spent, but in their specific application.
“You see, an increase in spending by one and a half times more than last year is not an indicator for me. For me, this is an indicator of what will be done with the help of these expenses. If the country’s potential increases by one and a half times, I will be satisfied. If it goes through the percentage of mastery, then someone will master it, but the results will be different than planned, as we often do. Let me remind you that the message for, say, 2021 on monitoring the Popular Front was only 61% fulfilled,” the expert said.
He emphasized that we are talking about tens of trillions of rubles, and their source is not clear. As well as whether this will lead to inflation.
“To be honest, this is an open question for me. Where does this money come from, will inflation eat it up, and this whole process of expenses, especially considering that it was such a kind of “distribution of elephants”, where everyone is given something that they want. And now the question is, how will this be managed? Because our bureaucracy is a mechanism of a slightly different order. And in order to fulfill what was said in the president’s address, we need to look at what mechanism will carry it out, what kind of people will carry it out.
How do we deal with responsibility in general – is it normal or not? Because very often we come across the fact that people actually say: sorry, I spent all the money, but the result is what it is. In the conditions of SVO, in the conditions of existential challenges, one must act carefully. I would really like our officials to move. But taking into account the fact that the horses were not changed at the crossing for a long time, they are so limp. They all expressed support for the president’s proposals with thunderous applause, but how they implement what they were told is the question,” the scientist concluded.
