“In order to protect the rights and freedoms of man and citizen, guided by generally recognized principles and norms of international law, in accordance with Article 29 of the Federal Law of May 31, 2002 No. 62-FZ “On Citizenship of the Russian Federation,” I decree:

1.To establish that persons permanently residing in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine have the right to apply for admission to citizenship of the Russian Federation in a simplified manner in accordance with part eight of Article 14 of the Federal Law of May 31, 2002 No. 62-FZ “On Citizenship of the Russian Federation”.

2. Persons named in paragraph 1 of this Decree:

a) submit applications for admission to citizenship of the Russian Federation in the form according to the appendix to the authorized territorial bodies of the Ministry of Internal Affairs of the Russian Federation, the list of which is determined by this Ministry;

b) submit, along with applications for admission to citizenship of the Russian Federation, the following documents containing the applicant’s personal data and copies thereof:

identity document provided for by Decree of the President of the Russian Federation of February 18, 2017 No. 74 “On the recognition in the Russian Federation of documents and registration plates of vehicles issued to citizens of Ukraine and stateless persons permanently residing in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine ", with a mark of registration at the place of residence in the territory of the corresponding region of Donetsk or Lugansk region of Ukraine;

a document indicating a change in last name, first name and (or) patronymic;

document confirming citizenship of a foreign state;

document on marriage (divorce);

birth certificate of the child included in the application for admission to citizenship of the Russian Federation.

3. Establish that:

a) consideration of applications for admission to citizenship of the Russian Federation submitted by persons named in paragraph 1 of this Decree is carried out within a period not exceeding three months from the date of filing the application and submitting documentslisted in subparagraph “b” of paragraph 2 of this Decree;

b) persons who have submitted applications for admission to citizenship of the Russian Federation in accordance with this Decree acquire citizenship of the Russian Federation from the date of adoption in the prescribed manner of a decision on admission to citizenship of the Russian Federation.

4. The regulation on the procedure for considering issues of citizenship of the Russian Federation, approved by Decree of the President of the Russian Federation of November 14, 2002 No. 1325, applies to legal relations arising in connection with the consideration of applications for admission to citizenship of the Russian Federation submitted in accordance with this Decree and acceptance of decisions thereof, to the extent not regulated by this Decree.

5. To the Ministry of Internal Affairs of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Federal Security Service of the Russian Federation, the Federal Service of the National Guard Troops of the Russian Federation, the supreme executive bodies of the constituent entities of the Russian Federation, on whose territories the authorized territorial bodies of the Ministry of Internal Affairs of the Russian Federation are located:

a) take measures aimed at implementing this Decree;

b) provide conditions for the taking of the Oath of a Citizen of the Russian Federation by the persons named in paragraph 1 of this Decree, in respect of whom a decision has been made to grant citizenship of the Russian Federation.

6.The Ministry of Internal Affairs of the Russian Federation shall determine:

a) the procedure for making decisions on applications for admission to citizenship of the Russian Federation submitted in accordance with this Decree;

b) the procedure for issuing a passport of a citizen of the Russian Federation to persons named in paragraph 1 of this Decree, in respect of whom a decision has been made to grant citizenship of the Russian Federation.

7.This Decree comes into force on the date of its official publication“, says the text of the presidential decree.

Having received passports, people will feel more protected and free,” explained the assistant to the President of the Russian Federation Vladislav Surkov.
