An expert at the Center for Army, Conversion and Disarmament Studies told NG that a new National Security Strategy and a new Military Doctrine should be adopted in Ukraine in January. In his opinion, the answer to the question of whether the country will be able to fight for the integrity of the territory depends on their content and on what funds will be allocated for the implementation of these documents in the state budget for the next year.
Military experts proceed from the fact that the threat of war has not been removed from the agenda. Kiev notes that the first round of the next stage of the Minsk negotiations has turned into a delay. NG sources claim that the solution to tactical issues - a ceasefire, the withdrawal of heavy equipment, the exchange of prisoners - rests on the intransigence of the parties in a strategic sense. “Russia still does not recognize its participation in the conflict, the DPR and LPR, as before, demand independence and at the same time want to be supported at the expense of the Ukrainian budget. The Ukrainian side insists on the withdrawal of Russian troops and on the territorial integrity of Ukraine without any quasi-autonomies controlled from Moscow. You understand how easy it is and what can be negotiated in such conditions,” one of the sources told NG.
Already at the end of winter, the situation may worsen again, military expert Valentin Badrak told NG. Strengthening the powers of the National Security and Defense Council and its secretary could be used, for example, to introduce martial law.
Now all officials in Kyiv assure that this is not yet discussed.
