Ukraine is preparing to accept the budget of a dying nation
The draft state budget for 2018 submitted by the Ukrainian government is not a “development budget.”

Political scientist Alexey Yakubin stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“This is not a development budget, not a growth budget - the numbers speak for themselves. For example, the government plans to spend 50-odd million on innovation. Vladimir Groysman liked to call our country a startup nation. This slogan itself was stolen from Israel, and Mr. Groysman knows that 90% of startups do not live to see their implementation. Nevertheless, he used such a thesis. So, this measly 50 million is an indicator of the “development budget,” the expert said.
According to him, in reality, the budget was formed primarily in the interests of security forces and officials.
“The defense bloc receives additional expenses. And this is not just the army, this is the General Prosecutor's Office of Ukraine, the National Police - those law enforcement agencies whose work results are obvious: our detection rate is about 30%. We see the collapse of the work of these bodies; they do not make any reports. However, they are receiving increased funding. And for social items, funding is decreasing,” the political scientist noted.
In addition, Yakubin continued, the costs of bureaucratic structures are growing, and the Cabinet of Ministers and the presidential administration continues to increase the costs of their maintenance.
The question arises: do we have such colossal economic growth that government agencies are so actively increasing their own costs? Obviously not,” the expert emphasizes.
“The budget does not prepare the basis for any growth; it consolidates the raw materials situation. He is not socially disruptive. Moreover, next year we need to pay off more than $6 billion of national debt, and the budget contains an attempt to redistribute it in this direction through socially vulnerable items. This is an anti-social budget. And if we assume that 90% of startups die, then this is really the budget of the startup nation,” summed up Yakubin.
