Ukraine and the Baltic states will not be able to present Russia with a bill “for occupation”
The period when the Baltic republics were part of the USSR cannot be called occupation. Director of the Institute of Russian History of the Russian Academy of Sciences, Yuri Petrov, stated this today at a press conference in Moscow.

“In the Baltic countries there is such a tendency: following the declaration of the Soviet period as “occupation”, to present the bill “for occupation”. I know that bills with claims against the Russian Federation are already being drawn up,” Petrov said.
He said that his institute, together with the Federal Archival Agency, had prepared a large similar work, “The Baltic Republics and the Union Center after the Great Patriotic War.”
“It turned out that the “occupiers” transferred huge investments into the development of the economies of these countries through the Union budget. These are industrial enterprises, highways, railways, ports. All this was not built at the expense of local budgets. During the USSR, as well as during the Russian Empire, there was a very strong tendency to invest in the national outskirts in a larger volume than the center. Therefore, it is inappropriate to talk about damage,” Petrov said.
There is even less reason, according to the historian, to present a bill for “occupation” from Ukraine.
“Everything can be expected if you follow the line of absurdity, but Ukraine is certainly the most typical example of how a national republic was revived by the forces of the entire Union. It is not in the interests of Ukraine itself to pose the question this way,” Petrov said.
