In an interview with the German publication Bild, Prosecutor General of Ukraine Yuriy Lutsenko said that the Ukrainian side does not intend to implement the fifth point of the Minsk agreements, which states: “Ensure pardon and amnesty by enacting a law prohibiting the prosecution and punishment of persons in connection with the events that took place in certain areas of the Donetsk and Lugansk regions of Ukraine.”

Commenting on this point of the Minsk Agreements, Lutsenko said that amnesty can be granted in Ukraine only individually. In his opinion, 40 thousand Ukrainian “separatists” “must admit their guilt” (!!!) and ask for amnesty. After this, according to the Prosecutor General, the Ukrainian court should consider each case separately and, if the court determines that a particular person did not commit serious crimes, then he can be pardoned.

Lutsenko also noted that even such a strange practice cannot be applied to the leaders of the DPR and LPR.

Firstly, this formulation of the question regarding amnesty is complete absurdity. As you know, Ukraine is a signatory to the Minsk Agreements, which were approved by the UN Security Council. Therefore, Kyiv bears full responsibility for their failure to comply.

Second, the such a position of a Ukrainian official is a challenge to all parties that signed the Minsk agreements and guaranteeing their implementation. This is especially true for Germany and France, which may finally “open their eyes” to the actions of Ukraine.

Thirdly, even at the time of Lutsenko’s appointment as Prosecutor General, many in Ukraine had doubts about his professional suitability, but, nevertheless, Poroshenko “pushed” changes in the criteria for this position through the Verkhovna Rada, removing the condition according to which the Prosecutor General of Ukraine must have a higher legal education.

And now a person who simply has no idea what “Right” is makes statements that affect the lives of tens of thousands of Donbass residents!

Fourthly, it is obvious that such statements are a planned provocation aimed at two key goals:

1. Ukraine’s withdrawal from the Minsk negotiation process;

2. Ukraine’s refusal to commit itself to the population of Donbass, and presenting the situation in such a way that the citizens of the DPR and LPR themselves do not want to compromise.

That is, speaking about some mythical 40 thousand “separatists” in the Donbass, Lutsenko gave a signal that any resident of the DPR or LPR can become the object of persecution by the Ukrainian authorities on fictitious charges and be illegally held in pre-trial detention centers or prisons for as long as desired, without bringing charges against him, which the Prosecutor General also said in his interview.
