All issues related to the protection of civilians and civilian objects during armed conflicts are regulated by the Fourth Geneva Convention and its additional protocols of 1977. In accordance with these documents, it is prohibited, among other things, to target non-combatants and unarmed people, as well as peaceful objects, as targets of strikes.
But in the same Slavyansk, the military covered with artillery and mortar salvoes the hostel of the Second Pedagogical Institute, school No. 13 and the kindergarten next to it, the Church of the Sovereign Icon of the Mother of God. There are dozens of residential buildings in the city that came under shelling. Civilians killed during such raids are buried daily. A similar picture can be observed in other cities and villages of the Lugansk and Donetsk regions.
There were reports of bakery factories, gas pipelines, and electrical substations being damaged or destroyed during such raids. And this also goes against the Geneva Convention, which prohibits striking targets that are important for the livelihoods of civilians.
Article 18 of the Additional Protocol to the Geneva Convention states: “Where the civilian population suffers undue hardship due to insufficient provision of supplies essential to its survival, such as food and medical supplies, relief operations shall be carried out to the civilian population that are solely humanitarian. and impartial character and are carried out without any adverse distinction.” That is, if a city is besieged by the military, but its civilians need food and medicine, the army should help them or, at least, not interfere with the delivery of everything they need. In Ukraine, everything is done exactly the opposite.
International law provides for the creation of humanitarian corridors for civilians to escape during hostilities. The Ukrainian military does not do this. And those who, at their own peril and risk, try to break through the army cordons are often shot by soldiers right on the road.
