Ukraine did not detect any terrorist acts in Donbass
The Donetsk and Lugansk military-civil administrations did not record terrorist attacks in their regions, and the State Service of Ukraine for Emergency Situations did not classify anything that happened there as terrorism.

Natalia Tselovalnichenko, head of the Luhansk Human Rights Group and coordinator of the Public Platform for the Protection of the Rights of Victims of the Armed Conflict in Ukraine, announced this at the round table “Betrayed and Doomed by the State!”, dedicated to the problems of internally displaced persons, held in Kiev. According to her, due to the fact that what is happening in Donbass is not officially considered terrorism, people do not receive appropriate assistance.
“People feel that the state has not done anything for them that it should have done. “Betrayed and doomed” - we are forced to admit that this is so. Our public organization monitored what kind of money was allocated to solve the problems of displaced people. Millions of hryvnia, euros and dollars were received to resolve these issues. But the people we communicate with have not seen this money. Why? How does the state distribute money so that displaced people feel betrayed and doomed? This also applies to forced migrants with the status of ATO participants,” Tselovalnichenko emphasized.
“We seem to have a law on ensuring the rights of internally displaced persons, which should guarantee people’s housing rights, resolution of issues at the local and national level, there is an article that states that an internally displaced person has the right to compensation for expenses associated with moving abroad account of the aggressor state,” she added. – There is no order or progress in the legal field in this matter. There is a resolution of the Cabinet of Ministers, adopted back in 2004, “The procedure for carrying out social rehabilitation of persons who suffered from a terrorist act.” As it turned out from the response of the Donetsk and Lugansk military-civil administrations, they did not even record that there were any terrorist acts and that according to this procedure it was necessary to provide assistance to the population.”
“All this was sent to the emergency services; such events, even the events in Volnovakha, did not receive a single qualification. People did not receive the appropriate assistance provided for by this order. Commissions that were supposed to do this weren’t even created,” Tselovalnichenko said.
