Ukraine declared default
Ukraine did not plan in advance to repay debts to creditors, and now has de facto declared a default.
The former Minister of Economy of Ukraine Viktor Suslov said this at a press conference in Kyiv, a PolitNavigator correspondent reports, commenting on the feverish attempts of the Ukrainian government to achieve a restructuring of Ukraine’s external debts.

“The agreement to engage in restructuring meant that the government did not plan to buy out these obligations from the very beginning,” the economist noted. – If it planned to buy them out, it would not have included them in the restructuring plans, and would not have organized all these shows. It would be more profitable to quietly, silently find opportunities to buy back. But that means there were no such opportunities. By agreeing to negotiations on restructuring, the government actually agreed to recognize Ukraine as de facto insolvent. That is, de facto, but not yet de jure, this is an admission of default. De jure, it will come when Ukraine does not pay its payment obligations.”
