Ukraine remains without young and educated
Ukraine is increasingly increasing its dependence on money sent by citizens who have left to work.

Former Deputy Prime Minister of Ukraine Sergei Arbuzov writes about this in an author’s column on the pages of Izvestia, noting that, according to the UN, last year Ukraine shared with Pakistan the sixth place in the world in terms of the size of the foreign diaspora: in 2015 there were already 6 million immigrants from Ukraine.
“The most active, young, mobile and educated people are leaving,” the author emphasizes. – And it’s not a fact that they will return. The place of the Czechs and Poles, who freely left for Germany and England, is taken by Ukrainians. All these are extremely alarming signals for Ukraine. They indicate the long-term and sustainable trend of labor outflow. Ukraine is confidently turning into a country that exports labor resources.”
The former Deputy Prime Minister of Ukraine indicates that in 2015, revenues from abroad amounted to 6%, and if the trend continues, the country in this indicator may approach Uzbekistan (9%), Georgia (12%) and Armenia (18%) , although, the author stipulates, Tajikistan’s record level (37% of GDP) still seems to be quite far away.
“But such dependence on the money of citizens who left to earn money can be catastrophic, as could be seen in the example of Tajikistan last year. On the other hand, the increase in the volume of remittances from abroad seems to lead to a reduction in the burden on the state budget. But at the same time, social costs are growing, because families of illegal migrants take advantage of them en masse. Strategically, everything is much worse. The departure of the labor force means a loss of its quality both in terms of age and qualification characteristics (the young and educated are leaving), and the lack of prospects for creating new businesses and jobs. And ultimately, the country has no prospects,” summarizes Arbuzov.
