In addition, through the mobilization of administrative and security resources, Kyiv maintains control over the remaining regions, preventing them from strengthening their independence and retaining leverage over regional elites and businesses. In addition, the nationalist forces in power are given a chance to further construct a proper “Ukrainian state.” Finally, for the purpose of preserving territorial integrity and fighting external “aggression”, the Ukrainian authorities attract financial resources and enlist the support of Western countries. The latter are using the conflict between Kyiv and the eastern regions as leverage. And not only to Kyiv, but also to Russia.
The tough position of Kyiv, which puts forward impossible demands, forces the leadership of the DPR and LPR to consider various scenarios for future development, which ultimately move them further away from Ukraine. The first step was measures aimed at creating our own economic system and restoring infrastructure. The formation of a monetary system takes place, as well as the establishment of control over financial and commodity flows. The widespread participation of local elites in this process, as well as representatives of financial and industrial groups, forms Lugansk and Donetsk’s own political and economic interests.
