Ukraine refuses the Berlin gas agreements

Senior officials in Ukraine's energy sector have vowed to continue to fight both against Moscow's gas prices and Russia's claims of billions of dollars in debt for fuel supplied to Ukraine.
“No final decisions were made, not a single document was signed,” Andrey Kobolev, head of the state energy company Naftogaz, wrote on Facebook.
Moscow and Kyiv disagreed on almost every point of the terms of the deal, which led to the initial stoppage of Russian supplies in June, the agency writes.
Russia believes $3,1 billion will be used to cover Ukraine's $5,3 billion debt and is talking about a price of $385 as a temporary discount that will expire in the spring.
Ukraine disputes both of these points. In a telephone conversation with AFP, European Commissioner Oettinger also could not shed light on whose side is true, limiting himself to the statement that “there are still many disagreements.”
At the same time, Prodan calls the amount of $3,1 billion a direct payment for upcoming supplies and insists that the date and cost of the first gas supplies have not yet been determined.
However, Moscow insists that Ukraine must acknowledge its huge debts to Gazprom and pay at least part of it by the end of the year.
