Kyiv, July 25 (Navigator, Vladimir Mikhailov) - Political scientist Yuriy Ruban, who headed the National Institute for Strategic Studies under Viktor Yushchenko, is confident that the current parliamentary crisis is part of a natural process that will completely change the power in Ukraine and put the country on a “war footing.”

He said this at a briefing dedicated to the resignation of Arseniy Yatsenyuk.

“Now we have moved to the so-called. “paradigm change” - if previously the government expected that the ATO would quickly end, and it would be possible to reach various kinds of agreements with the IMF regarding budget balance, etc., now it is clear that the ATO has dragged on, and there are no signs of its end. Now the paradigm is different. War is not liberalization, but economic mobilization, planning, and strict control. War does not imply the guarantee of property rights, but its confiscation. With the same gas, what you extract is not your property, it is managed by the government. This is cruel, but there is no other way out,” says the expert.

There is no longer any talk of negotiations with the IMF - the IMF does not know how to deal with countries in a state of war.

“We now need to negotiate credit lines for the purchase of weapons. The United States is already considering a law on special ally status. In general, this is a completely different state policy. In this situation, the dissolution of the Verkhovna Rada is very timely. Every new day of the ATO increases the inadequacy of the situation in the country. To win the war, a completely different economic policy is needed.

Any war is also a revolution – it is accompanied by a redistribution of property and assets. We are faced with the need to carry out a revolution from above. The current government is unable to do this. Therefore, some process has been launched that will lead to this. And he is completely normal,” says Yuri Ruban

Speaking about the prerequisites for the current political crisis, the political scientist emphasized the role of Yulia Tymoshenko in the formation of the collapsed parliamentary coalition.

“This coalition has a first name, last name and patronymic. It is called “Yulia Vladimirovna Tymoshenko.” She was the leader of the largest opposition faction. After the fall of Yanukovych, the entire parliamentary majority, which was formed from three opposition factions, whose leaders stood on the Maidan, was “shot down” around this faction under Yulia Vladimirovna. It also included those who voted for the laws on January 16 - it was necessary to somehow neutralize these people. They sensed a change in the situation and ran to the majority, obviously under some promises. The promises are absolutely clear, they lie on the surface. We guessed that the structure was like this: Yatsenyuk is elected prime minister from BYuT, Yulia Vladimirovna goes to the presidential elections, wins them, and then everyone was promised anything.

After the elections, this structure, of course, collapsed. She lost the main thing - the role of Yulia Vladimirovna. In this regard, everyone was convinced that this Verkhovna Rada should be dissolved. BYuT, UDAR, Svoboda, and the whole society spoke about this. If we speak in terms of war, then the current Verkhovna Rada is a structure in which Vladimir Vladimirovich Putin can collect 226 votes at any time.

Let's remember Kurchenko's group, etc., etc. Of course, one can hope that those whom Yanukovych brought into the Rada have now seen the light, repented, etc., but this is not confirmed experimentally. This becomes clear as soon as it comes to more or less serious voting. All of them show that the government does not rely on anything in the Verkhovna Rada.

Let us recall the law on energy management during a special period.

For all these deputies, the next parliamentary elections are death. Everyone understands that the Party of Regions will no longer gather as many as before, that the communists will not get into the Rada, that, despite all efforts, it is not visible that the BYuT “plane” will “take off”... in the current Rada there are now a lot of people who want it to and then continued to exist as it does now.

Yatsenyuk's weakness is that he cannot present a vote. Poroshenko. Yatsenyuk hoped to remain prime minister until better times. He didn’t succeed, so he spoke out and said that he was leaving, now he wouldn’t have anything to fuel the armored personnel carriers with (he repeated this three times in his speech),” the political scientist believes.
