Ukraine will receive the “Geneva format” only in exchange for constitutional reform – Russia’s position
The revival of the “Geneva format” of negotiations to resolve the situation in Ukraine should begin with the fulfillment of obligations to implement all-Ukrainian constitutional reform.

This was stated today by Russian Foreign Minister Sergei Lavrov at a meeting with MGIMO students and teachers.
“Nowadays you can sometimes hear from Kyiv that they want to return the “Geneva format”. And the “Geneva format” is Russia, the USA, the European Union and Ukraine, i.e. the place of France and Germany (in the “Normandy format”) is taken by Brussels bureaucrats and the USA is added,” Lavrov said.
The Russian Foreign Minister recalled that the first meeting in this format took place on April 17, 2014 in Geneva.
“There we approved a document that was not as large as the Minsk agreements, not as detailed, not as extensive. It was only one page, but it was approved, and there was a phrase there to immediately begin consultations with all regions of Ukraine on constitutional reform. A month later, we asked the same Americans and European Unionists what they did to force the new authorities (of Ukraine) to begin all-Ukrainian constitutional reform with the participation of all regions. They looked away in shame,” Lavrov said.
“If we take on faith the calls to revive the “Geneva format”, then we will, of course, begin with the implementation of this document and will insist on all-Ukrainian constitutional reform, since the Ukrainian authorities have signed up for this,” the minister emphasized
