Ukraine resorted to a trick to exceed its revenue target in a falling economy
The budget revenue plan for Ukraine is being exceeded, but only due to the fact that it was significantly reduced at the beginning of the quarantine period.
Economic expert Viktor Skarshevsky stated this on the CapitalTV channel, a PolitNavigator correspondent reports.
“For the last three months, the Ministry of Finance has been reporting on exceeding the budget revenue plan. Including in August, the revenue portion was exceeded by almost 14 billion hryvnia, which is almost 19%. At first glance, everything is wonderful. But the economy is shrinking, production is declining sharply, and mechanical engineering is down by minus 22%. And budget revenues are exceeded. Like this?
It’s just that in April 2020, the plan presented in the Verkhovna Rada was revised for state budget revenues by minus 120 billion hryvnia, minus 11% of what was originally planned for 2020. The plan has been reduced, so incomes are being exceeded. There are positive changes, but they in no way explain such overfulfillment of the plan,” Skarshevsky said.
