“The penitentiary service admits: if previously they recorded one or two escapes a year, now they have already escaped twice in a month,” the publication reports. - And before that - in July - 50 prisoners escaped from the Kotsyubinsk colony near Kiev. On October 16, 36-year-old ex-Right Sector fighter Gennady Khamraev (“Monk”), as well as two other prisoners, voluntarily left the territory of the Samborsky pre-trial detention center in the Lviv region, dismantling the brickwork in the building of the detention center. Three days ago the fugitives were detained. As the police told Vesti, Khamraev was taken to the Lviv region, where a court hearing will take place, and in addition to suspicion of robbery and illegal handling of weapons and ammunition, he will be charged with escaping from custody.”

“An equally resonant incident occurred a month ago in the Kropyvnytskyi pre-trial detention center, where Crimean Dmitry Tychkov, who back in 2013 tried to fly by helicopter directly from the pre-trial detention center, was still able to escape on the second attempt,” the newspaper continues.

According to the ex-head of GPTS Sergei Starenky, Tychkov’s escape became known only two days later.

“We are slowly moving towards the experience of Colombia, where local colonies have their own life. Although everything around is fenced with barbed wire, there is no administration inside the buildings, and people are simply afraid to go to these prisons, since there is a risk of never returning. By and large, the prison administration has no particular desire to somehow influence the situation - they have minimum wages, about half of the warrant officers are missing,” Starenky voiced his forecast to reporters.

But according to the veteran of the Ministry of Internal Affairs Vladimir Azhippo, escapes in Ukraine have become more frequent due to the weak security system of the colonies.

“The buildings are old, they are not being strengthened because there is no money for it,” Agippo points out.
