A statement with a proposal to exclude Kovitidi from the official Russian delegation was announced at the end of last week after a meeting between the Speaker of the Verkhovna Rada of Ukraine Vladimir Groysman and the head of the OSCE PA Ilkka Kanerva, who excluded the participation of Crimean representatives in the session. Speaker of the Verkhovna Rada of Ukraine Vladimir Groysman approached OSCE PA Chairman Ilkka Kanerva with a proposal to exclude the senator from the delegation on the basis of the OSCE’s non-recognition of Crimea as territory of the Russian Federation. The OSCE leadership has already stated that they share the opinion of the Ukrainian representative.

Olga Kovitidi is today one of the Russian politicians against whom the European Union has imposed sanctions for her active position on the annexation of Crimea to Russia, including a ban on entry into the territory of these countries.

But the Federation Council will not make concessions to exclude Senator from Crimea Olga Kovitidi from the official Russian delegation to the OSCE Parliamentary Assembly, since it considers her parliamentary powers to be legitimate. However, according to experts, there is no mechanism for excluding or limiting powers in the OSCE, unlike PACE, so Groysman’s statement will remain at the level of wishful thinking.

“Olga Kovitidi is a senator from a constituent entity of the Russian Federation. Crimea became a subject of the Russian Federation back in March 2014 in accordance with the constitutional law of the Russian Federation. Therefore, neither the Ukrainian delegation nor any other delegation has the right to determine its powers. Only the Russian side has the right to do this. If such a question arises at the next session of the OSCE PA from February 18 to 20, then it will be given a worthy answer,” said the head of the delegation to the OSCE PA from the Federation Council, First Deputy Committee on International Affairs of the Federation Council Vladimir Dzhabarov.
