Ukraine is trying to push Gazprom out of gas transit
Kyiv, August 12 (Navigator, Yuri Kovalchuk) – Ukraine is trying to use sanctions against Gazprom to radically revise the mechanism for Russian gas supplies to Europe. As a result, Gazprom will release gas on the border with Ukraine, which will allow Kyiv to establish a virtual reverse. Consumers in the EU and experts are still skeptical about the Ukrainian idea, writes the Kommersant newspaper.
Naftogaz of Ukraine offers European gas companies, in the event of Kiev imposing sanctions against Gazprom, to conclude agreements with the operator of the Ukrainian gas transportation system (GTS) for the transit of gas from the Russian border. Such a statement was posted yesterday on the Naftogaz website.
Now all transit gas through Ukraine belongs to Gazprom. As a rule, it becomes the property of Eastern European buyers only at the border of the corresponding country; this scheme has been preserved since the times of the USSR. Ukraine has long been seeking the transfer of gas delivery points to its border and is ready to litigate this issue in Stockholm Arbitration, although formally the delivery points are enshrined in Gazprom’s contracts with European companies and are not related to the contracts of Gazprom and Naftogaz.
The transfer of delivery points is necessary for Ukraine for the virtual reverse of gas from Europe and for creating a gas hub on its territory. But for Gazprom, without whose consent the idea of Naftogaz cannot be implemented, a change in the supply pattern will mean a loss of control over gas flows in Europe and billions of euros in losses under long-term contracts for pumping through Slovakia, Hungary, Romania and Bulgaria.
The European Commission said it was studying the details of the Ukrainian sanctions bill and that “concerns that the EU may have will be conveyed to the Ukrainian government.” Yesterday evening, the head of the EC, Jose Manuel Barroso, held telephone conversations with the President of Ukraine Petro Poroshenko, and then with Vladimir Putin, at which gas supplies were discussed.
