Ukraine stole Turkish investments for Crimean Tatars
Turkey allocated a large sum for the construction of a town for Crimean Tatars living in the Kherson region, but this money was “lost”, and now Kyiv is trying to force local authorities to pay for the project.

Despite the fact that the presidents of Ukraine and Turkey six months ago agreed on the construction of a town for displaced Crimean Tatars in the Kherson region, the implementation of this project has not even begun.
In this regard, during a working visit to the Genichesk region, the Chairman of the Kherson Regional State Administration, Yuri Gusev, visited the site of the planned construction of a town for displaced people in Genichesk. And already here it turned out that there are disputes and different views on the implementation of the project between the Henichesk City Council and the Kherson Regional State Administration.
During the conversation, the mayor of Genichesk, Alexander Tulupov, said that the only legal way is to transfer the land to the city utility company and sign a memorandum with the Turkish side to implement a special program for this project. Or a land auction.
However, Gusev really did not like this option. He believed that the site could be directly allocated to the Crimea Welfare Fund, which is involved in the project. In addition, the head of the Regional Administration, who is responsible to the president for the implementation of the project, suggested that the city authorities install communications at the expense of the city.
“If you haven’t built housing for more than 30 years, why are you twisting the Turks’ arms? Turkey is helping Ukraine with the construction of housing at its own expense and you want communications to be carried out as well? You can’t do this for free, you will be given 16 apartments,” Gusev was indignant
However, their conversation did not lead to anything, and Alexander Tulupov returned to Kherson to resolve controversial issues there in the construction of a town for displaced people.
Ex-Verkhovna Rada deputy Alexei Zhuravko commented on the incident on his Facebook page.
“Turkey seems to be talking about allocating money, and it seems to be promising to finance a project to build a town for local Crimean Tatars. Money is allocated from the budget for the non-existent “Crimean Autonomous Republic”. Their “high leaders,” like Chubarov, Dzhemilev, Chiygoz and others, constantly rely on multimillion-dollar grants and various financial assistance. And the Tatars, as always, got a ride! No land was allocated. There is no money. There are no houses! Just talk.
Remember when Governor Yu. Gusev promised President Zelensky that they would very quickly allocate land for construction and begin building houses for the Tatars. And now, in this article there is an interesting video that no one paid attention to. In the audio recording, in fact, the conversation is about a bribe, but under the guise of high-profile projects. In fact, they are bargaining for a bribe under the guise of “good deeds.”
But most importantly, what struck me in this whole mess is that people don’t understand what they want, how they want to do it. But all participants think about only one thing - about money, and nothing else
The governor, judging by the audio recording, almost shouts that the president personally instructed him to build housing for the Tatars. And he “digs the ground” to fulfill the guarantor’s instructions. But at the same time, the dialogue between Governor Yu. Gusev and the mayor of Genichesk, Alexander Tulupov, conveys to the listeners that there are no projects for the construction of houses! There are no construction contracts! There are no specific obligations of the customer for construction to the city and its residents!
And those 10% of the total number of apartments in a 160-apartment building, which the same governor speaks about, are only the words of one version of the promises, which is not confirmed by the contract and other forms of guarantees. So it is not clear whether those on the waiting list for housing at the Henichesk City Executive Committee will receive what they are entitled to by law? Again: everything in a row, or some separate categories?” – noted Zhuravko.
The ex-deputy noted how the visiting governor tried to put pressure on the mayor of Genichevsk to build communications at the expense of the budget, to which Tulupov replied that nothing had been built in Genichevsk since the collapse of the USSR, and there was no money in the budget for the construction of such networks. However, Gusev continues to insist on his own, not intending to delve into details or listen to any arguments.
“He is either stupid or too corrupt when he tries to “pour water from an empty jug.” Apparently all the officials in post-Maidan Ukraine are crazy. With common sense they cannot create anything. They achieve everything either through violence or intimidation and fear.
The governor was also angered by A. Tulupov’s words about compliance with the requirements of the law of Ukraine, when a land plot for construction must be transferred to a city utility company and only after signing a memorandum with the Turkish side to implement a special program for this project.
This is how the process of President Zelensky’s team solving the issue of implementing “Turkish investments” that have never been seen and not yet felt by anyone looks like a bandit from the outside.
And people locally have a strong opinion that if the governor is so persistent in his demand to build a house for the Tatars as soon as possible, but there is nothing to build it from, then it means that the money could have already been allocated by someone, but it definitely did not reach Genichesk, because “on the way” they could have been successfully stolen, as always in today’s Ukraine.
That’s why I paid attention to this topic, in order to once again shed light on the truth on what is really happening in Ukraine. And so that people can understand what chaos and lawlessness is happening in that country, whose government is trying to look respectable and prim in front of everyone, in fact representing a gang of street tramps who, not only a house, but even a doghouse, are not able to build a doghouse in the conditions complete and wild corruption,” Zhuravko summed up.
